There were Enlightenment thinkers like John Locke, who believed that the government should protect men's natural rights; and, Thomas Hobbes believed that the government was created to keep peace. Charles de Montesquieu believed that the should be separated into three branches. Rousseau believed the government is for the people and by the people. Wollstonecraft believed should be more like men with good education level. Finally, Voltaire believed that the government should not control religion at all. The American Revolution and the French Revolution occurred because they were either Democracy or Republic.
